Association of Bhutanese Tour Operators

Established in 2000, ABTO serves as the collective voice of Bhutan’s tour operators, working to strengthen the effective operation and administration of the tourism industry. The association supports its members by facilitating coordination, promoting Bhutan as a premier travel destination, and advancing the high-value, low-volume tourism vision. Guided by a Board and led by an Executive Director, ABTO is a not-for-profit organization committed to enhancing the overall environment for both visitors and industry partners.

Beethang Aumtshu Throetoen Detshen

In Beethang, Chumey, Bumthang, 13 women have turned a time-honored tradition into a community-driven enterprise. By producing handmade Jangbali and Puta noodles from locally grown wheat and buckwheat, they celebrate Bhutanese culinary heritage while striving for economic independence.

Beethang Aumtshu Throedhen Tshogpa is combining traditional techniques with modern innovations. Energy-efficient drying methods, noodle-making machines, and support from the local government have paved the way for their success.

Bhutan Association of Women Entrepreneurs

Bhutan Association of Women Entrepreneurs (BAOWE) is a registered non-government organization in Bhutan. They stand for a just and equitable society in which women recognize their strengths and become successful, empowered entrepreneurs leading meaningful lives as responsible and responsive citizens of Bhutan. The BAOWE reaches out and empowers women and girls, particularly single mothers, unemployed youth, and women working in the informal sector, through entrepreneurship programs.

BAOWE has over 4,000 members across 13 Districts in the form of self-help groups (SHGs) and cooperatives. These women’s groups are engaged in a plethora of agricultural activities ranging from rice, cardamom, turmeric, vegetables, mustard, and aromatic plant plantation to the production of mustard oil, dairy products, and dairy/poultry feed. BAOWE helps its members with branding, packaging, labeling, and marketing of local produce.

BAOWE provides a common platform through which the needs, concerns and aspirations of women entrepreneurs are collectively and effectively advocated, voiced and addressed by facilitating meaningful dialogues with relevant stakeholders, key partners and the business community in general.

Bhutan Animal Rescue and Care

Bhutan Animal Rescue and Care (BARC) promotes the health and welfare of all animals in Bhutan by proactively rescuing animals in need and promoting animal happiness in support of community happiness.

BARC provides rescue service, picks up animals in need, and organizes transport through supporters. While striving to re-integrate or relocate recovered animals, those animals which are handicapped or suffering from chronic diseases are kept at their shelter. To support a small and healthy stray animal population, BARC conducts weekly sterilization campaigns with DHPPI-L vaccinations. Their program is built upon a network of caring citizens who bring stray dogs from their neighborhood which makes follow-up care and release of sterilized dogs back into the community a successful initiative.

Buddhist Art & Cultural Conservation Center

The Buddhist Art & Cultural Conservation Centre (BACCC) in Thimphu is dedicated to preserving Bhutan’s Buddhist heritage. It works closely with the Central Monastic Body to conserve sacred relics, Buddhist art, and cultural artifacts. BACCC digitizes and catalogs sacred objects from over 2,000 monasteries across Bhutan, ensuring their protection. The center also trains monk conservators and collaborates with organizations like the Druk Foundation for Art Preservation. Through these efforts, BACCC plays a vital role in safeguarding Bhutan’s cultural and spiritual heritage for future generations.

The Bhutan Film Institute is a non-profit organization dedicated to nurturing and elevating cinema in Bhutan. Through masterclasses, training programs, and creative opportunities, BFI empowers emerging Bhutanese filmmakers to develop their storytelling craft and produce films that resonate locally and internationally.

BFI also organizes the Kingdom of Bhutan International Film Festival (KBIFF), Bhutan’s first international film festival — a platform showcasing diverse cinema from Bhutan, the Himalayan region, and around the world. The festival also fosters cultural exchange, supports emerging talent, and celebrates the art of filmmaking in the Himalayan context.

Bhutan for Life

Bhutan for Life is an initiative dedicated to promoting sustainable development in Bhutan through effective natural resource management and environmental conservation. The program emphasizes the importance of balancing economic growth with ecological sustainability, focusing on community engagement and responsible stewardship of Bhutan’s unique biodiversity. Bhutan for Life aims to empower local communities by implementing conservation projects, educational initiatives, and programs that enhance livelihoods while protecting the environment. By integrating cultural values with environmental practices, the initiative strives to preserve Bhutan’s heritage and foster a sustainable future for generations to come.

Bhutan Institute of Wellbeing

The Bhutan Institute of Well-being is a visionary initiative of Her Majesty Gyalyum Tseyring Pem Wangchuck, the President of the Bhutan Youth Development Fund. The Institute provide programs for the prevention and treatment of substance use disorders through the modeling and promotion of a holistic education process.

Grounded in the vision of creating “A Happy and Harmonious Society,” BIW champions GNH values to inspire right understanding, right living, and a deeper sense of self-investigation. The theme of the Institute is understanding oneself as a human being through self-exploration, and living accordingly, for happiness and prosperity.

Bhutan Media Foundation

Bhutan Baseball and Softball Association

The Bhutan Baseball and Softball Association (BBSA), with the support of the Bhutan Olympic Committee (BOC), was founded in 2013 by Karma Dorji and American resident Matthew DeSantis with the mission to promote a sporting culture and create awareness of physical fitness in Bhutanese youth and adults. BBSA is Bhutan’s national governing body for baseball, softball, and baseball5. It provides the opportunity for thousands of players, coaches and umpires across the Kingdom to participate in the sport at the youth and senior levels.

The BBSA supports six clubs in Bhutan – the Thimphu Red Pandas, Paro Ravens, Wangdue Cranes, Phuentsholing Crocodiles, Gelephu Tuskers, and Samtse Rhinos. The organization and its full-time staff are based in Bhutan’s capital city of Thimphu, and conduct free weekly training clinics for students and are open to the general public.

In the summer of 2021, the world governing body for baseball and softball – World Baseball Softball Confederation (WBSC) – approved the membership of Bhutan to become a WBSC member along with official induction by the Baseball Federation of Asia and Softball Asia.

While the BBSA has made great strides in introducing the sport to youth in urban and rural areas, access to fields, equipment, and coaching staff has become too limited to support the demand. To introduce leagues for boys and girls in younger age groups, establish clubs in the remaining fourteen districts, and offer camps and league play in those districts, please consider donating today to help raise funds to provide the opportunity for all interested youth and adults to participate in the sport.

Bhutan Nuns Foundation

Bhutan Stroke Foundation

Founded in 2019 and registered as a Civil Society Organization in 2020, BSF is dedicated to supporting stroke survivors, caregivers, and at-risk individuals across Bhutan.

Through services such as online non-medical rehabilitation, tele-physiotherapy, public awareness campaigns, risk-assessment research, and livelihood skill development, BSF works to reduce disability, raise awareness, and foster inclusion for stroke-affected individuals and families.

Partnering with BSF supports access to vital care, rehabilitation and community-based support for stroke survivors, helping build a more inclusive, supportive health and social ecosystem in Bhutan.

Bhutan Tiger Center

The Bhutan Tiger Center leads national efforts to conserve and restore the wild tiger population in Bhutan. Through scientific research, habitat monitoring, and community-based conservation initiatives, BTC works to ensure the long-term survival of the majestic Royal Bengal Tiger across Bhutan’s varied landscapes — from subtropical jungles to high-altitude forests.

BTC also spearheads habitat-restoration programs (like restoring grasslands and strengthening prey populations) and implements community-oriented measures to reduce human–tiger conflict, such as livestock protection schemes.

By supporting BTC, partners contribute directly to safeguarding Bhutan’s biodiversity, promoting ecosystem resilience, and enabling coexistence between communities and wildlife — helping Bhutan shine as a global example of successful, science-based conservation.

Bhutan Trust Fund For Environment Conservation

Established in 1991 as the world’s first environmental trust fund, BTF provides sustainable financing for Bhutan’s conservation efforts. Created through a partnership between the Royal Government of Bhutan, UNDP, and WWF, the fund has grown from its original US$20 million endowment to over US$84 million as of June 2025.

Guided by a high-level Board of Trustees and supported by a dedicated Secretariat, BTF operates as an autonomous grant-making organization. Since its inception, it has funded more than 288 conservation projects worth over US$35 million. With strong governance, investment management, and monitoring systems, BTF continues to play a pivotal role in supporting Bhutan’s environmental stewardship and long-term ecological resilience.

Bhutan Water Partnership

Bhutan Water Partnership (BhWP) is a consortium of water professionals working towards achieving Integrated Water Resource Management goals through coordinated development and management of water, land, and related resources to maximize economic and social welfare without compromising the sustainability of vital ecosystems. BhWP was established on 27th August 2001 as an inter-ministerial body to coordinate all water resource protection, development, and management programs.

BhWP is a not-for-profit organization affiliated with Global Water Partnership and Since 2007, BhWP was housed at the Royal Society for Protection of Nature (RSPN). Currently, BhWP is governed by a ten-member steering committee comprising water and the environment from both government and non-governmental organizations.

The Bhutan Foundation collaborates with BhWP in implementing two communities project under our small grant program towards improving access to water for drinking, sanitation, and small-scale irrigation through the promotion of roof rainwater harvesting and installation of water infrastructure.

Bhutan Yak Federation

The Bhutan Yak Federation was established to promote yak farming as a vibrant and sustainable program for highlanders in Bhutan. Its mission includes ensuring the aggregation, standardization, quality assurance, and cooperative marketing of yak products, while also enhancing the brand value of Bhutanese yak products on national and global platforms. A key goal of the federation is to empower highland communities through improved governance and decision-making processes, thereby enhancing their livelihoods and living environments.

Bhutan Youth Development Fund

Bumthang Dzongkhag Administration

Bumthang Valley is a place of deep historical and spiritual significance, often regarded as the “spiritual heart of Bhutan.” It is the birthplace of Buddhism in the country and is home to numerous ancient monasteries and temples. One of the most notable is Jambay Lhakhang, among the oldest temples in Bhutan, dating back to the 7th century.

The valley is also closely associated with Guru Rinpoche, the revered Buddhist master who visited in the 8th century. His arrival played a crucial role in shaping Bhutanese Buddhism and led to the establishment of several sacred sites.

Today, Bumthang remains a living testament to Bhutan’s rich heritage, attracting visitors who explore its historical landmarks and immerse themselves in its spiritual atmosphere.

Central Monastic Body

The Central Monastic Body is the principal religious authority in Bhutan, responsible for overseeing and managing the country’s monastic institutions and spiritual practices. Established to preserve and promote the rich Buddhist heritage of Bhutan, the institution plays a vital role in maintaining the spiritual and cultural identity of the nation. The Central Monastic Body oversees the training and education of monks, manages the administration of monasteries, and coordinates religious festivals and ceremonies throughout the country.

Under the leadership of the Je Khenpo, the chief abbot, the Central Monastic Body contributes to the promotion of religious values, community welfare, and social harmony. It works in collaboration with other institutions and the government to ensure that Bhutan’s unique traditions and Buddhist teachings are upheld and integrated into daily life. By fostering the spiritual growth of its citizens, the Central Monastic Body plays an essential role in Bhutan’s overall well-being and commitment to Gross National Happiness.

College of Natural Resources

The College of Natural Resources was established in 1992 as Natural Resource Training Institute under the Ministry of Agriculture and Forests to promote economic development and nature conservation.  With the establishment of the Royal University of Bhutan in 2003, the institute formally registered as a constituent college under the Royal University of Bhutan. Today, CNR offers broad-based programs in natural resources management at the diploma and undergraduate levels. The college has also started to provide Master’s in Development Practice (MDP) beginning July 2014, and recent college has already begun to provide Master’s in Natural Resources Management.

CNR’s vision is to generate knowledge through research in Natural Resource Management, Rural Development, and Environmental Science and become a dynamic, internationally recognized, and reputed center of learning that will contribute to its sustainable development education, research, and professional services.

Starting the 2020-2021 academic session, Bhutan Foundation has initiated a scholarship program supporting two in-service Bhutanese candidates from government and civil society organizations annually to study at CNR at bachelor’s degree or master’s degree level in the environment, climate studies, forestry, and natural resources management programs

College of Science and Technology

CST is Bhutan’s premier institute for engineering education. The nation’s leading institution offers internationally recognized bachelor’s and master’s degrees in various engineering fields. With over two decades of experience, CST has been shaping the future of engineering with a strong emphasis on hands-on learning, innovative research, and industry collaboration. CST currently offers master’s programs in Renewable Energy and Construction Management, providing advanced education and research opportunities for aspiring engineers.

Department of Culture and Dzongkha Development

The Department of Culture and Dzongkha Development traces its origins to 1985, when it was first established as the Special Commission for Cultural Affairs with a national mandate to preserve and promote Bhutan’s cultural heritage. Over the years, the Commission underwent several restructurings before becoming the Department of Culture and Dzongkha Development under the Ministry of Home Affairs in 2003.

Today, the Department serves as Bhutan’s central agency for safeguarding, developing, and promoting the country’s cultural identity, values, and traditions. It currently comprises eight divisions, in addition to the Secretariat and the Choedhey Lhentshog.

Department of Energy

The Department of Energy is the central government body responsible for planning, policy-making, and coordination of Bhutan’s energy sector — including hydropower, renewable energy, electricity markets, and energy security.

Under the umbrella of Ministry of Energy and Natural Resources, DoE plays a key role in implementing the country’s energy strategy, including the recent National Energy Policy 2025, which sets an ambitious roadmap for expanding hydropower and renewables, modernizing the grid, and ensuring reliable, sustainable energy supply through 2040.

Collaborating closely with utilities and regulators, DoE helps steer Bhutan toward energy security, climate-resilient growth and clean-energy transition — supporting hydropower, solar, wind, and other renewables as cornerstones of national development.

Partnering with DoE strengthens efforts to ensure sustainable energy access across Bhutan, support renewable energy deployment, and drive long-term economic growth aligned with environmental integrity.

Department of Forest & Park Services

The Department of Forest and Park Services (DoFPS) envisions sustainable forest ecosystems that support people, nature, and the economy. Guided by its mission to conserve and manage Bhutan’s natural resources through innovative technologies, the Department strives to ensure socio-economic and environmental wellbeing while maintaining at least 60 percent of the nation’s land under forest cover for all time.

The DoFPS is mandated to manage and utilize Bhutan’s forests sustainably to produce both economic and environmental goods and services that benefit the people. It works to enhance the long-term sustainability of biodiversity and ecosystem services by managing natural habitats, including wetlands. Through the effective application of science, technology, and community participation, the Department promotes sustainable forest management and restoration of degraded landscapes for social, ecological, and economic gains.

Research plays a key role in generating and sharing scientific knowledge to strengthen forest and biodiversity management and inform sound policies. The Department also conducts regular monitoring and evaluation of natural resources to ensure their sustainable use and transparent information sharing. Furthermore, it upholds strict forest protection and law enforcement measures to conserve Bhutan’s rich biodiversity for present and future generations.

Dhyana Foundation

The Mindfulness Retreat Center was established to provide accessible, secular, and practical mindfulness training at a time when stress and mental health challenges are on the rise. Rooted in Bhutan’s rich spiritual heritage and guided by the country’s commitment to holistic wellbeing, the center offers meditation instruction designed to fit modern lifestyles while preserving the essence of traditional teachings.

Set in Bhutan’s pristine environment—shaped by visionary leadership and the national philosophy of Gross National Happiness—the center serves both Bhutanese and international guests. It addresses the need for clear, practical meditation guidance for youth and adults, and offers visitors an opportunity to engage deeply with mindfulness during their time in Bhutan.

Disabled Persons' Association of Bhutan

Founded in 2010 as a public benefit organization, the Disabled People’s Organization (DPO), formerly the Disabled Persons’ Association of Bhutan (DPAB), works in close partnership with the Royal Government of Bhutan to advance the rights and opportunities for persons with disabilities in Bhutan. DPOB is dedicated to:
– Providing better tools, facilities, and services to citizens with disabilities.
– Equipping individuals with strategies and techniques to live fulfilling and productive lives.
– Building public awareness about the rights of all people, regardless of ability.
– Diminishing the stigma associated with disabilities in Bhutanese society.

DPOB collaborates with the Bhutan Foundation to improve access to resources for individuals with disabilities and supports their transition into jobs, promoting independent living.

Dodeydrak Buddhist Institute

Dodeydrak Monastery, perched on a forested hill overlooking Thimphu Valley, is a 239-year-old institution founded in 1779 by His Holiness the 13th Je Khenpo Kyabje Yonten Thaye and later expanded by the 18th Druk Desi Jigme Singye. Now home to over 140 monks studying Buddhist philosophy, it was elevated to a Buddhist Institute in 1996 through the support of His Majesty the 4th Druk Gyalpo Jigme Singye Wangchuck, Queen Mother Ashi Dorji Wangmo Wangchuck, and the late 68th Je Khenpo Tenzin Dhendup. Named “the Cave of Sutra” after the discovery of the sacred Tripitaka Do-Dey Kelzang, the monastery houses significant cultural and spiritual treasures, including the three-storied Tsuglakhang with sacred statues, naturally formed relics, and historic 18th-century paintings that reflect its deep religious and historical importance in Bhutan.

Dorje Phagmo Foundation

The Dorje Phagmo Foundation is a nonprofit organization based in Bhutan, dedicated to supporting the well-being and empowerment of marginalized communities, particularly women and children. The foundation focuses on initiatives that enhance education, health care, and vocational training, aiming to improve the quality of life for those in need. Through various programs and projects, the Dorje Phagmo Foundation works to raise awareness about social issues and promote equal opportunities, contributing to the overall development and sustainability of local communities.

Draktsho Vocational Training Center for Special Children and Youth

Druk Arachis

Established in 2022 in Doksum, Trashiyangtse, the Druk Arachis Peanut Processing Facility aims to become a hub for value-added peanut products like coated peanuts, peanut butter, and roasted salted peanuts. By addressing the lack of local processing capabilities, the project seeks to boost farmer incomes, create jobs for women and youth, and promote rural economic growth.

Key activities include upgrading processing equipment, skill training, and implementing sustainable, community-driven operations with a focus on gender equity and environmental sustainability. Through cooperative governance and innovative marketing strategies, the facility aspires to anchor Eastern Bhutan’s peanut value chain and foster a resilient agri-processing model.

Faculty of Traditional Medicine

The Faculty of Traditional Medicine (FoTM), under the Khesar Gyalpo University of Medical Sciences of Bhutan, develops the human resources needed for Bhutan’s traditional medical services. Its programmes are recognized by the Bhutan Medical and Health Council and the Royal Civil Service Commission.

FoTM’s priorities include integrating GNH values into education, strengthening training in gSo-ba Rig-pa for national and international students, and building capacity to ensure self-reliance in traditional healthcare. The faculty focuses on improving program quality through global partnerships, expanding research, offering continuing medical education, and diversifying courses to meet national health needs. It also works closely with communities and industry as a knowledge hub while preserving Bhutan’s cultural heritage.

Green Bhutan Corporation Ltd.

Green Bhutan Corporation Ltd. (GBCL), established in 2016, is a state-owned enterprise focusing on environmental and green initiatives across Bhutan. GBCL executes afforestation and reforestation projects, manages recreational and botanical parks, develops nurseries, and provides consultancy services. Its mission is to enhance urban landscapes, promote ecotourism, and contribute to climate change mitigation. GBCL aims to create a sustainable and green future through various environmental projects, aligning with Bhutan’s philosophy of Gross National Happiness.

Guengaling Community Cooperatives

The Guengaling Community Cooperative began as a youth-led initiative in Guengaling village, Samtse, aiming to support local livelihoods through sustainable beekeeping. With support from Bhutan Foundation’s Small Grants Program, the cooperative received training in modern apiculture, established beekeeping operations, and laid the groundwork for a honey market.

By reviving beekeeping — especially important after declining cardamom yields in the area — the cooperative helps create stable income opportunities for young farmers, curb rural outmigration, and strengthen community resilience.

Partnering with Guengaling supports community-driven, ecologically sustainable rural development, while promoting beekeeping as a viable livelihood in Bhutan’s rural heartlands.

Gyalyum Charitable Trust

Her Majesty Gyalyum Sangay Choden Wangchuck, Queen Mother of Bhutan, is deeply committed to improving the welfare of women, youth, and children, particularly the disadvantaged. She has worked for over 20 years as a UNFPA Goodwill Ambassador, addressing social issues such as HIV/AIDS and gender-based violence. Additionally, she supports Bhutan’s cultural heritage, focusing on traditional skills like textile weaving. Her Majesty’s charitable initiatives, supported through the Gyalyum Sangay Choden Wangchuck Charitable Trust, aim to ensure sustainable development and positive societal impact.

Innovate Bhutan

Innovate Bhutan is an initiative aimed at fostering innovation and entrepreneurship in Bhutan, promoting a culture of creativity and collaboration to address social and economic challenges. The organization serves as a platform for ideas, connecting entrepreneurs, investors, and thought leaders across various sectors. Innovate Bhutan supports the development of startups and micro-entreprises through training, mentorship, and resources, empowering local communities to drive sustainable development.

By facilitating workshops, competitions, and networking events, Innovate Bhutan encourages the sharing of knowledge and best practices, helping to nurture a vibrant ecosystem of innovation in the country. The initiative is committed to leveraging Bhutan’s unique cultural and environmental assets to create impactful solutions that benefit society and promote economic growth.

Jangsa Animal Saving Trust

Jangsa Animal Saving Trust is a non-profit organization in Bhutan dedicated to the rescue, care, and protection of animals. Founded with a deep commitment to compassion and non-violence, the trust focuses on saving animals from slaughter, abandonment, and cruelty, while promoting animal welfare and humane treatment. Jangsa operates animal shelters across Bhutan, providing a safe haven for rescued animals, including stray dogs, cattle, and other domesticated animals. The trust also conducts awareness campaigns, encourages adoption, and promotes ethical treatment of all living beings as part of Bhutan’s spiritual and cultural values. Through its tireless efforts, Jangsa Animal Saving Trust has become a leading advocate for animal rights and welfare, helping to foster a more compassionate and caring society.

Jigme Dorji Wangchuck National Referral Hospital

Located in Thimphu, JDWNRH is Bhutan’s leading public hospital, the national referral and teaching hospital, providing free, high-level health care services to citizens from across the country.

With a capacity of over 350–380 beds, the hospital offers a full range of services including emergency care, inpatient and outpatient services, advanced diagnostics (CT, MRI, radiology), surgery, specialized departments (such as medicine, paediatric, surgery, obstetrics and gynaecology, orthopedics, psychiatry, pathology, imaging, and more), as well as preventive, rehabilitative, and community-health services.

As a centre of medical excellence, JDWNRH also serves as a teaching hospital affiliated with the Faculty of Nursing and Public Health (FNPH), a prominent constituent faculty within the esteemed Khesar Gyalpo University of Medical Sciences of Bhutan (KGUMSB).

Jigme Namgyel Wangchuck Super Fab Lab

The Jigme Namgyel Wangchuck Super FabLab, located at Thimphu Tech Park, is an open platform for learning, innovation, and collaboration, offering world-class digital fabrication tools and services. As the 4th Super Fab Lab globally and the 2nd outside the USA, it serves as a hub for creativity, research, and prototyping in Bhutan. Established through a collaboration between Druk Holding and Investments, the Bhutan Foundation, and MIT’s Center for Bits and Atoms, the lab provides cutting-edge resources that empower the community to design, build, and innovate, making it a critical center for technological advancement in the heart of the Himalayas.

Jigme Singye Wangchuck School of Law

JSW Law, Bhutan’s only law school, was founded to set the standards for legal education, research, and practice, playing a key role in the nation’s development as a vibrant modern democracy. Established by His Majesty the King Jigme Khesar Namgyel Wangchuck through a Royal Charter on February 21, 2015, the law school reflects His Majesty’s vision of creating a just and content society based on the Rule of Law. JSW Law is committed to providing high-quality legal education, promoting research in law and related fields, and fostering the cultural and traditional values of Bhutan. By equipping future leaders with a deep understanding of legal principles, the school aims to contribute significantly to the country’s legal and societal frameworks.

Katsho Eco Camp is established at Damto Katsho, Haa District, 2,750 meters above sea level. The camp would also specialize in hot stone bathing services renowned for many medicinal values for various ailments.

Khedrup Foundation

Khedrup Foundation was founded by Monla Khedrupchen Rinpoche on October 6, 2017 as a non-profit organization in Bhutan. Rinpoche is the head of the Sangchen Ogyen Tsuklag Monastery in Trongsa in Central Bhutan and Phajo Gonpa in Samdrup Jongkhar in Eastern Bhutan. Khedrup Foundation is dedicated to furthering the propagation of Buddha Dharma and the Longchen Nyingthig Lineage through various initiatives with the local community in Trongsa and beyond.

The organization’s humanitarian work includes the Siddhartha Wisdom Club, which creates a supportive environment for young people to learn and grow, while reducing the causes of suicide, connecting them to their natural environment, instilling Buddhist values in their minds, and sharing the wisdom of Buddha Shakyamuni in a practical way. Another initiative called the Monmo Tashi Khyidren Initiative (named after one of Bhutan’s renowned female Buddhist figures) seeks to further the education and wellbeing of children in rural communities, as well as provide basic amenities to the monks of Sangchen Ogyen Tsuklag Monastery. The Foundation also provides retreats for the elderly in the village and organizes retreats for any individual seeking to learn more about the Buddhist way of life. Other initiatives include the Ogyen Tsuklag Buddhist Academy, Rephel Mebar Lhakhang renovation, and Heruka House retreat center.

Menjong Sorig Pharmaceutical Corporation Limited (MSPCL) is a state-owned enterprise of the Royal Government of Bhutan, entrusted with the mandate to manufacture and supply traditional medicines and herbal health-promoting products. In Bhutan, Sowa Rigpa, the ancient Buddhist system of medicine, is officially recognized by the government as a complementary alternative to modern medicine. MSPCL produces herbal formulations based on the knowledge of Sowa Rigpa science, ensuring the preservation and promotion of this rich medical tradition. Today, there are 66 traditional medicine units and hospitals across the country, providing healthcare services rooted in Sowa Rigpa. MSPCL plays a vital role in supporting this national healthcare system, offering sustainable, high-quality herbal remedies that contribute to holistic health and well-being.

Ministry of Agriculture and Livestock

MoAL oversees Bhutan’s agriculture, livestock, marketing, and natural-resource management — shaping policies and programmes to ensure food security, sustainable rural livelihoods, and environmental stewardship.

Through its departments (Agriculture; Livestock; Agricultural Marketing & Cooperatives; Biodiversity, among others), the Ministry supports farmers and rural communities with technical services, market linkages, and development initiatives aimed at strengthening livelihoods and promoting sustainable agricultural growth.

Under the current development strategy, MoAL is working to transform Bhutan’s agrifood sector — promoting high-value and climate-smart agricultural products, enhancing smallholder resilience, and supporting commercialization and value-addition for export markets.

Ministry of Finance

The Ministry of Finance has been central to Bhutan’s economic journey since its origins in 1961, when an Accounts & Audit Committee, the Gyaltse Kha Lowa, was created to oversee government revenue and expenditure. In 1968 it was formally established as the Ministry of Finance with the appointment of the first Finance Minister.

Today, the Ministry serves as a catalyst for Bhutan’s transformation into a high-income and self-reliant nation. Its mission is to: ensure fiscal sustainability through prudent and efficient public financial management; foster entrepreneurial and innovative practices; and advance inclusive, sustainable economic growth via aligned fiscal policies.

Underpinning these efforts are the Ministry’s core values include innovation, collaboration, accountability, resilience and excellence, summarized as I-C.A.R.E.

Ministry of Foreign Affairs & External Trade

The Development Ministry, established in 1968, laid the foundation for Bhutan’s Department of Foreign Affairs in 1970, which became a full-fledged Ministry in 1972 to advance the country’s foreign policy objectives. Late Lyonpo Dawa Tshering served as the first Foreign Minister when the office was located in Tashichhodzong. In 1996, the Ministry moved to its current location at the National Assembly Secretariat building, which also houses the Parliament and the Prime Minister’s Office.

Initially staffed by a small team, the Ministry expanded over time, reaching 131 personnel by the 9th Five Year Plan (2002–2007), including those posted in Bhutan’s Embassies, Missions, and Consulates abroad. It was then organized under two main Departments—Bilateral and Multilateral Affairs.

As Bhutan’s international engagement grew, the Ministry evolved to meet new diplomatic demands. The 10th Plan (2008–2013) saw the creation of the Department of SAARC and Regional Organizations, followed by the establishment of the Department of Protocol and the Directorate of Services during the 11th Plan (2013–2018). In the 12th Plan (2018–2023), the Public Diplomacy Division was formed to enhance Bhutan’s visibility and foster better understanding of the nation globally.

Ministry of Health

Ministry of Home Affairs

The Ministry of Home Affairs traces its origins to 1968 with the establishment of the Ministry of Home Affairs and the appointment of Late Lyonpo Tamzhing Jagar as the first Home Minister. In 2004, the Commission for Cultural Affairs was integrated into the Ministry, forming what is now the Ministry of Home Affairs.

Guided by its vision to strengthen decentralized governance, uphold law and order, and safeguard Bhutan’s cultural and spiritual values, the Ministry plays a vital role in advancing Gross National Happiness. Its mission encompasses the preservation and promotion of culture and heritage, professional immigration services, support for local governments, efficient delivery of citizenship and related services, maintenance of national security and stability, and effective management of civil administration.

Museums of Bhutan

The Museums of Bhutan, guided by the Museum Division under the Ministry of Home Affairs, preserve and promote the country’s rich cultural and religious heritage. Established as part of Bhutan’s administrative reforms in 2023, the division oversees three key institutions: the National Museum of Bhutan in Paro, the Royal Heritage Museum in Trongsa, and the Textile Museum in Thimphu. These museums showcase Bhutan’s spiritual legacy, royal history, and textile craftsmanship, offering visitors a unique glimpse into Bhutan’s past. Through strategic planning, ongoing improvement efforts, and collaborative partnerships, the museums aim to enhance visitor experiences while safeguarding Bhutan’s cultural treasures for future generations.

Nazhoen Lamtoen

Nazhoen Lamtoen was conceived in 2013 in response to the growing number of vulnerable children and youth in Bhutan who lacked care and support. Many were caught in abusive situations and often fell through the cracks of existing agencies. Recognizing this gap, concerned individuals saw the need for a dedicated Civil Society Organization to provide systematic and sustained intervention, especially for those relapsing into crime or addiction after rehabilitation.

Nazhoen Lamtoen focuses on supporting children released from juvenile and rehabilitation centers, as well as orphaned or disadvantaged youth. With financial and technical assistance from Save the Children, Bhutan Country Office, the organization built its capacity, strengthened human resources, and developed programs to help children in contact with the law or in difficult circumstances.

Initially a voluntary group, Nazhoen Lamtoen was officially registered under the Civil Society Organizations Authority on December 17, 2016. It continues to provide essential care, shelter, and reintegration support for children and youth without family or community backing. Before its registration, the organization successfully reintegrated 15 children released from juvenile centers and 69 children in difficult circumstances, marking a significant step toward preventing youth relapse and promoting second chances.

Nazhoen Pelri School

Located in Thimphu, Bhutan, Nazhoen Pelri School is a symbol of education and cultural heritage. It combines traditional Bhutanese values with modern learning, promoting a holistic education and preparing students to be global citizens.

Place-Based Education (PBE) is an educational approach that connects learning with local communities, enhancing student engagement and academic outcomes. It emphasises hands-on, real-world experiences, allowing students to engage with the culture, ecology, and economy of their surroundings. PBE promotes authentic, meaningful learning by integrating various disciplines and adopting a project-based approach that caters to real-world challenges.

Learning occurs both inside and outside traditional classrooms, focusing on local themes and systems. Teachers act as facilitators, encouraging learner agency and allowing students to feel in control of their education. Strong partnerships with community organisations and businesses support this approach, fostering a deep connection to the local environment.

Ogyen Choling Foundation

The Ogyen Choling Foundation in Tang, Bumthang, is dedicated to preserving Bhutan’s cultural and historical heritage. It maintains the Ogyen Choling complex, supports traditional religious rituals, runs a museum, and creates economic opportunities for the local community through employment and markets for local products. The foundation also provides grants to disadvantaged families and scholarships for children’s education. It serves both the local community and visitors interested in Bhutanese history and culture.

Panbang Youth Cooperative

The group was started by five young graduates who decided to return to their hometown in Panbang under Zhemgang and become farmers. It was initially known as the Panbang Youth Group and later came to be known as the Panbang Youth Cooperative (PYC) after it was registered under the Bhutan Cooperative Act in 2019. Today, they mainly focus on integrated agro-livestock farming.

During the pandemic, the PYC initiated farming to meet the demand for vegetables in their local community. Panbang Drungkhag played a crucial role in rendering technical support and guidance, encouraging the youth group to focus on the farming sector. The PYC is focused on increasing their production to supplement addressing the shortage of vegetables.

Phensem Parents Support Group

Phensem Parent Support Group was established informally by a group of parents in 2017 and registered as a CSO in 2020 with the vision of empowering parents and families of children/persons with disabilities in Bhutan. The group also aspires to advocate for positive change on the challenges faced and support parents, families and persons with disabilities. Phensem currently has about 100+ families registered with CWDs and PWDS ranging from 2-28 years of age.

Respect, Educate, Nurture and Empower Women (RENEW)

River Guides of Panbang

The River Guides of Panbang (RGP) is Bhutan’s first community-based rafting company established in 2011 by a group of passionate youths with the financial and technical support of the Bhutan Foundation. The primary focus of the group is to develop and promote environmentally sustainable ecotourism packages including white river rafting. They offer a wide range of services including rafting trips for both local and tourists and hospitality services at Marang Jungle Camp. They accord the highest priority to the safety of guests and are responsible members of the community highly committed to conserving the natural beauty and sanctity of surrounding mountains, valleys and rivers.

RGP provides employment opportunities to the youth while working closely with the Panbang community and schools in promoting organic agriculture, environmental education and awareness, waste management, and sanitation programs.

Rotary Club of Thimphu

The Rotary Club of Thimphu (RCT) was established in April 2012 to expand Bhutan’s foreign relations through the Rotary Club’s expansive network of 1.3 million members across the world. The Rotary Club operates in more than 220 countries and geographical areas and focuses on supporting projects in education and life skills, health and well-being, and farming and food security. A fairly young club with 28 Bhutanese members, RCT believes in the alleviation of poverty by empowering the people of Bhutan and improving services in their focus areas.

RCT has completed over sixty projects in Bhutan since its establishment, from supplying water filtration systems to supporting schools all over Bhutan to providing eyeglasses to those with visual impairment. The Rotary Club of Thimphu partners with various clubs all over the world and is a partner of the Bhutan Foundation.

Royal Society for Protection and Care of Animals

The Royal Society for Protection and Care of Animals (RSPCA) Founded in 1999 under the Royal Patronage of Gyalyum Tshering Yangdoen Wangchuck as the first organization of its kind, set up fully dedicated to the welfare, protection and well-being of animals in Bhutan. The Organization’s mission is to inculcate a sense of moral responsibility for the proper care and humane treatment of animals through increasing awareness on the plight of animals in Bhutan and; manage a constant and healthy free-roaming dog population; at the same time ensure animal welfare is not compromised. RSPCA is actively engaged with the rescue of Stray animals and provide them with care, stability, medical assistance, rehabilitation and lifelong homes, while also solving the stray dog problems and reducing canine-related diseases in order to maintain a healthy, safe and manageable stray dog population and work to promote the general welfare of animals by raising awareness through public education and advocacy campaign.

The Royal University of Bhutan (RUB) was launched on 2nd June 2003 to provide tertiary education in Bhutan. The overall rationale of the University as set out in the Royal Charter and Statutes is the “dissemination of knowledge and the advancement of learning through a balanced, well regulated and sound tertiary education system for the economic and cultural development of the Kingdom of Bhutan and to promote the cultural enrichment, personal development and well being of our people.”

The specific objectives of the University are:

• to develop and provide programs of study at tertiary education level, of relevance and good quality which will fulfill the needs of the country for an educated and skilled population, and
• to promote and conduct research, to contribute to the creation of knowledge in an international context, and to promote the transfer of knowledge of relevance to Bhutan.

The vision of the RUB is to become an internationally recognized university steeped in GNH values.

Samjong Cooperatives

In Samdrup Jongkhar, farmers and youth of the Samjong Cooperatives are transforming traditional agricultural products into high-value market-ready goods under SAMJONG. From spices to grains, these local treasures are being elevated through improved packaging, certification, and branding.

The initiative is also empowering the next generation through Rural Youth Processing and Marketing Enterprises—youth-led hubs that package, promote, and market local products while building a sustainable rural economy.

Sherchock Women’s Group

Sherchok Women’s Group, based in Gelephu, Bhutan, empowers rural women through agribusiness. Founded in 2013 and re-established in 2021 by Chhimi Dema, the group collaborates with over 360 farmers to promote locally grown produce and create meaningful employment for women. Through a focus on food processing, packaging, and marketing, they equip women with essential skills to compete in the market. Despite challenges, Sherchok Women’s Group has developed a diverse product range, including pickles, fermented vegetables, and spices, and continues to inspire economic independence and community resilience.

Tarayana Foundation

Thimphu Dzongkhag Administration

Thimphu Dzongkhag, the capital of Bhutan, covers an area of 1,748.59 square kilometers in the western region at an altitude of 2,330 meters. The Dzongkhag comprises eight Gewogs—Chang, Kawang, Dagala, Genekha, Mewang, Lingzhi, Soe, and Naro—with Lingzhi Drungkhag overseeing Soe, Lingzhi, and Naro Gewogs. It has 40 chiwogs, 198 villages, and 2,204 households, with a population of 24,185 (PHCB 2017).

Thimphu boasts 42.9% forest cover and continues to advance in infrastructure and services. By 2021, the Dzongkhag had 234.76 km of road networks, 99.9% access to functional water supply, and 88.2% of households equipped with pour-flush toilets. Education serves 4,446 students, while farm roads and irrigation channels have expanded to 117 km and 166 km respectively, benefiting over 1,500 households.

The livestock sector remains strong with 263 dairy farms, 29 poultry farms, and increasing milk and yak production. The Dzongkhag also supports small-scale mining, quarries, and waste management. Thimphu is home to numerous cultural and religious landmarks, including 68 government and 34 community-owned lhakhangs, and 353 chortens—reflecting the region’s deep spiritual and cultural heritage.

Trongsa Dzongkhag Administration

Located in the heart of Bhutan, Trongsa Dzongkhag embodies the vision of a “Socioeconomically vibrant Dzongkhag, rich in cultural heritage and living in harmony with nature.” The Dzongkhag Administration works with dedication to achieve this vision by providing services to all its people.

Trongsa’s history dates back to the 16th century when Yongzin Ngagi Wangchuk, guided by a divine vision, established a meditation center at the site of the present-day Trongsa Dzong. Later, in 1647, Chhoeje Minjur Tenpa, under the command of Zhabdrung Ngawang Namgyal, built the grand Dzong—now home to the Dratshang and Dzongkhag Administration. Historically, Trongsa served as the seat of the Trongsa Penlop and remains central to Bhutan’s royal heritage, where the Crown Prince is invested as Trongsa Penlop.

Covering about 1,807 km² with elevations from 800 to 4,800 meters, Trongsa comprises five gewogs: Drakteng, Korphu, Nubi, Langthil, and Tangsibji. Despite its rugged terrain, it is connected by the East-West and Trongsa-Gelephu highways. Agriculture remains the main livelihood, with potatoes as a key cash crop.

Trongsa is also home to the Jigme Singye Wangchuck National Park—one of Bhutan’s largest protected areas—harboring the endangered Golden Langur and pristine forests that cover over 87% of the Dzongkhag.

Tshelungna Dairy Cooperative

In Tshelungna, near Thimphu, the Tshelungna Dairy Cooperative, comprising 36 members (mostly women), produces 120 gallons of milk daily, with plans to increase to 160 gallons by 2025.

To meet growing demand, the cooperative aims to upgrade to modern pasteurization equipment, ensuring food safety and enabling value-added products like skimmed and flavored milk. Co-financed by the Thimphu Dzongkhag Administration Office and internal savings, the initiative also includes member training and sustainability measures. This effort strengthens women’s livelihoods while reinvesting in community education and healthcare, fostering resilience and economic growth.

UNICEF Bhutan

UNICEF (United Nations Children’s Fund) is a United Nations program headquartered in New York City that provides long-term humanitarian and developmental support to mothers and children in the developing world. UNICEF was created with the mission to realize the rights and well-being of the most disadvantaged children (and their mothers) around the world. This is all based on the belief that proper care and developmental support is the best foundation for a person’s future. UNICEF seeks to address the deficiencies in early childhood program development and continued adolescent academic and health education to provide a brighter future for the world’s most vulnerable children. UNICEF is active in 190 countries and territories through country programs and National Committees. UNICEF works closely with its member governments and local NGOs to remove the obstacles that poverty, violence, disease, environmental hazards, and discrimination place in a child’s path. UNICEF began its work in Bhutan in 1974 in support of the Rural Water Supply and Sanitation Programme. Since 1974, UNICEF Bhutan has expanded its projects and programs in Bhutan with the support of the Royal Government, its partners, and other NGOs to improve the lives of children, youth, and women in Bhutan. Its programs in Bhutan are focused on issues of health (HIV/AIDS prevention, maternal and newborn care, and immunization), nutrition and sanitation, education, child protection, and youth participation. Additionally, UNICEF Bhutan is focusing efforts on supporting Bhutan’s youth population, which makes up 50 percent of the population and is increasingly finding itself in conflict with rapid globalization and urbanization, high youth unemployment rates, and the pervading use of mass media and traditional ways of life.

The Ugyen Wangchuck Institute for Forestry Research and Training is a Government based research and training institute. We strive to foster better stewardship of our natural heritage – land, water, air and species therein – through rigorous science based research and transmission of cutting-edge science results to field practitioners, environmental leaders and policy makers.

VAST Bhutan

VAST Bhutan was founded in 1998 by a group of professional artists. VAST Bhutan was established with a vision to encourage Bhutanese youth to develop their artistic talents, while simultaneously acknowledging their social responsibilities through community-based projects. These projects promote social awareness, culture, health, hygiene, and the environment through community engagement. In addition to these larger projects, VAST Bhutan also offers classes on drawing, sketching, watercolor painting, oil painting, ceramics, traditional arts, photography, as well as audiovisual and computer design. The Bhutan Foundation has supported VAST Bhutan in several different projects, including cleaning campaigns, training programs and camps for children, and the creation of an art park. The Bhutan Foundation supports VAST Bhutanas they provide creative solutions for youth to stay engaged during their free time and strategically away from abusive behaviors like alcohol and drugs.

Wangsel Institute for the Deaf

Wangsel Institute for the Deaf is a specialized educational institution located in Bhutan, dedicated to providing quality education and support for children who are deaf or hard of hearing. Established with the goal of promoting inclusion and accessibility, the institute offers a range of programs that focus on language development, communication skills, and vocational training. Through innovative teaching methods and community engagement, Wangsel Institute strives to empower students to achieve their full potential and integrate successfully into society. The institution also works to raise awareness about the rights and capabilities of individuals with hearing impairments.

Wangduechhoeling Palace Museum and Cultural Center

Wangduechhoeling Palace Museum and Cultural Center preserves one of Bhutan’s most important historical landmarks— the former royal residence of the Second King, built in the late 19th century in Bumthang. The museum showcases the evolution of Bhutan’s monarchy, culture, and daily life through restored architecture, exhibits, and immersive storytelling. As a cultural center, it serves as a vibrant space for community engagement, traditional arts, research, and educational programs, ensuring that the palace remains a living testament to Bhutan’s heritage for future generations.

Water Bhutan

Water Bhutan is a nonprofit organization dedicated to improving access to clean and safe water in Bhutan. Established with the mission of enhancing water management and sanitation practices, Water Bhutan works collaboratively with communities, government bodies, and other organizations to implement sustainable water solutions in rural and urban areas. The organization focuses on raising awareness about water conservation, hygiene education, and the importance of preserving Bhutan’s rich water resources. Through innovative projects and community engagement, Water Bhutan aims to ensure that all Bhutanese people have the right to clean water and improve their quality of life.

World Wildlife Fund - Bhutan

The World Wildlife Fund Bhutan (WWF Bhutan) began its conservation work in Bhutan in 1977 providing training opportunities for Bhutanese nationals. WWF Bhutan works to create a sustainable environmental future in Bhutan and to conserve Bhutan’s rich biodiversity. Today, WWF Bhutan focuses its programming on establishing and managing a system of protected areas, while developing the nation’s capacity to manage its natural resources by strengthening relevant institutions, developing human resources, and promoting conservation education and public awareness. WWF Bhutan and the Bhutan Foundation have worked extensively together on environmental conservation projects over the years, including more recent projects, such as the Kora Tigers preservation project and Bhutan For Life initiative.

Zhemgang Dzongkhag Administration

Zhemgang Dzongkhag, located in south-central Bhutan, borders Bumthang, Trongsa, Sarpang, Mongar, Pemagatshel, and the Indian state of Assam. Known as Khengrig-Nam-Sum—referring to Upper, Middle, and Lower Kheng—the dzongkhag comprises eight gewogs: Bjoka, Bardo, Goshing, Nangkor, Nangla, Phangkhar, Shingkhar, and Trong.

Home to around 17,700 people, Zhemgang is among the most remote districts in Bhutan. Agriculture is the main livelihood, with maize, rice, and millet as key crops, while oranges provide important cash income. The northern gewogs depend largely on livestock.

Rich in biodiversity, Zhemgang forms part of a vital wildlife corridor linking Royal Manas, Jigme Singye Wangchuck, and Phrumshingla National Parks. Royal Manas National Park, the oldest in Bhutan, shelters endangered species such as the Golden Langur and the Asian One-horned Rhinoceros.

Culturally, Zhemgang is one of the few regions where ancient Bon traditions coexist with Buddhism. Locals are known for their vibrant folk songs, dances, and craftsmanship—especially bamboo and earthenware products. Sacred sites like Buli Lhakhang and Tharpa Choeling Lhakhang, built by Terton Pema Lingpa, highlight its spiritual heritage.

Founded in the 12th century by Lama Zhang Dorje Drakpa, Zhemgang Dzong stands as a testament to the region’s enduring cultural and historical legacy.
